Definitely join the Chamber of Commerce. There are also leads clubs like Le Tip International that may have a local chapter.

In addition to that, if your business is new in town, let people know you are there. Send a press release to the the local paper, do radio interviews, write an article for the paper.

This is all PR. Now the catch is interviews and articles and such need to be centered around news that people can use. So find a topic that will be of interest to your potential customers-new technology that people may not know about or know how to use for instance.
